Pattern rosters use the higher-priority rating first
Breaking it fills a pattern block with a lower-priority rating when the person's higher-priority one would have covered it.
What qualifications and currency rules protect
This is the family that connects competency management to the roster, and it is where an integrated system earns its keep. A rating with an expiry date is not a document sitting in a folder; it is a constraint on who can be assigned where, on which day. When an endorsement lapses, the engine stops offering that person for that position rather than producing a roster somebody has to catch by eye.
