A swap cannot put anyone on an unrated position
Breaking it gives somebody a shift covering a position they are not rated for, which is the check a swap exists to run.
What qualifications and currency rules protect
This is the family that connects competency management to the roster, and it is where an integrated system earns its keep. A rating with an expiry date is not a document sitting in a folder; it is a constraint on who can be assigned where, on which day. When an endorsement lapses, the engine stops offering that person for that position rather than producing a roster somebody has to catch by eye.
