Breaking it puts somebody on an operational position during hours they are already on approved leave or duty travel.

Approved absence is not a suggestion. These rules keep the solver from assigning work across leave, training days, medical appointments and travel that the organisation has already agreed to. They are the reason a roster generated in the middle of a leave round does not quietly undo decisions somebody has already communicated to staff.
