A swap cannot collide with approved leave or duty
Breaking it accepts a swap handing somebody a shift that falls inside leave or a duty request they already have approved.
What leave and absence rules protect
Approved absence is not a suggestion. These rules keep the solver from assigning work across leave, training days, medical appointments and travel that the organisation has already agreed to. They are the reason a roster generated in the middle of a leave round does not quietly undo decisions somebody has already communicated to staff.
