Breaking it splits somebody away from the team they are supposed to move with, which is not how the unit actually works.

Most air traffic control units roster in teams, and team membership carries real constraints: people move together, some units share staff, and some people belong to a pool rather than a team. These rules keep those structures intact so that a generated roster is one the unit can actually operate, rather than one that is optimal on paper and unrecognisable on the floor.
