What teams and membership rules protect

Most air traffic control units roster in teams, and team membership carries real constraints: people move together, some units share staff, and some people belong to a pool rather than a team. These rules keep those structures intact so that a generated roster is one the unit can actually operate, rather than one that is optimal on paper and unrecognisable on the floor.
