What training and supervision rules protect

A trainee on position is not an extra pair of hands; they are a supervision requirement. These rules bind a trainee's assignment to the presence of a qualified instructor and keep that pairing intact across the roster. This is also an area where the product is honest about its limits: the pairing is rule-guided and checked, but it is not independently optimised the way the base roster is.
