What employee preferences rules protect

Preferences are the part of rostering that determines whether people feel the system is theirs or is being done to them. These rules let a stated preference pull on the solution without letting it break coverage. They are weighted deliberately: a preference that could override a staffing requirement would not be a preference, it would be a veto, and the roster would stop being publishable.
