What night work rules protect

Night work is treated separately because its effects are different in kind, not just degree. These rules cap how many nights run together, govern what has to follow a night block, and keep night duty from settling permanently on the same people. The last of those matters more than it sounds: a roster can satisfy every individual limit and still be unfair, if the same names appear in the night column every month.
