What working time limits rules protect

Every organisation carries a stack of limits from different places at once: the aviation regulation, national working-time law, and the collective agreement, which is usually the strictest of the three. These rules express those caps at each horizon, from the length of a single duty period to an annual ceiling. Because they come from different instruments with different numbers, they are thresholds an administrator sets, not constants built into the product.
