What allowances and overtime rules protect

Overtime is not free and banked hours are a liability the organisation carries. These rules keep the roster inside the overtime the unit has agreed to, respect what an individual has already accumulated, and stop the solver from solving a coverage problem by quietly creating a payroll one.
