What rest and recovery rules protect

Fatigue is cumulative and it does not respect a roster's tidiness. These rules hold the gaps open: the minimum interval between the end of one duty and the start of the next, the longer recovery a night duty earns, and the whole days off that have to survive contact with a staffing shortfall. They are the rules most often quietly eroded when a unit is short of people, which is exactly why a system should enforce them rather than leaving them to the planner's conscience at four in the afternoon.
