Every self-service action is a change to a published roster, which means each one has to be re-checked against everything else. These rules are what make it safe to let people swap shifts without a manager in the loop: the system will not accept a swap that breaks rest, strands a qualification requirement, or pushes either person past a limit. A refusal always names the rule that refused it.
